As the program is sponsored by a Special Fund of the Chinese Government for Asian Countries, the program is under the administration of the Ministry of Education and operated by Beijing Foreign  Studies University.</p><p>ASEAN Plus Three Training Program on Understanding China aims to promote better understanding f China among diplomats and government officials from ASEAN countries who work at China-related positions. By offering a comprehensive and compact training program at Beijing Foreign Studies University, as well as scholar-led excursions to government institutions, high-tech enterprises, historical and cultural sites in Beijing and China, the program increases the chance of getting real experiences with the diverse Chinese people, fast-changing society and Chinese culture.</p><p>Understanding China Program is held annually. He is a doctoral supervisor and the Director of American Studies Center at Beijing  Foreign Studies  University. 1982-1983 Fullbright scholar at Yale University, Board member of China Association of American Studies, Council Member of Sino-US Relations Association.</p><p>杨毅将军，国防大学战略研究所所长、教授、海军少将。1968年参加中国人民解放军，历任护卫舰副舰长、海军司令部办公室外事处长、海军司令部办公室副主任、中国驻美国大使馆海军武馆等。杨毅将军经常参与中央和国家机关高层重大政策咨询会议，代表国家和军队参加重要国际会议，先后赴美国、法国、英国、日本、韩国等50多个国家讲学，在国际上享有较高的学术地位。 </p><p>Rear Admiral YANG Yi, joined the Chinese Navy in 1968 and served the following positions: Instructor of Surface Warfare Training Center of East Sea Fleet；Executive Commanding Officer of Frigate East Fleet； Director of Foreign Affairs Bureau of Navy, PLA；Deputy Director General of General Office and International Policy Adviser of the Commander in Chief of PLA Navy; Naval Attache of the Chinese Embassy in Washington DC, USA; Director of the Institute for Strategic Study of the University of National Defense, PLA. As a renowned scholar, he has given speeches and lectures in over 50 countries including USE, France, UK , Japan and Korea.</p><p>张之骧教授，中国人民大学“经济和金融政策管理项目”主任、天津市人民政府外国投资高级顾问。曾任亚洲开发银行行政司司长、中国驻国际货币基金组织执行董事、中国人民银行国际司司长等职。主要著作：《最新英国金融体系剖析》、《痛定思痛97亚洲金融风暴》、《美国货币体系》等等。</p><p>Mr. ZHANG Zhixiang, works as the Director of “Management Program of Economic and Financial Policy” at Remin University of China, and Senior Consultant of Foreign Investment for Tianjin Municipality Government. His rich experiences as the Director of Department of Administration Ministry in Asian Development Bank, Executive Director in International Monetary Fund, Director of International Department in People’s Bank of China and other major financial institutes established himself in the firld. His publications include <em>Analysis of Latest British Financial System, To recall the past:97 Asian Financial Crisis </em>and<em> American Monetary System. </em></p><p>王一兵教授，现为国家教育咨询委员会终身教育体制组专家组成员、联合国教科文组织农村教育研究和培训中心、中国高等教育学研究会顾问。曾任教育部国家教育发展研究中心研究员、副主任，联合国科教文组织高等教育专家。王一兵教授走访和考察五十多个国家，组织和参与几百次国际会议，发表论文、演讲近百篇，针对中国和发展中国家教育改革发展面临的问题和挑战，从全球发展的大趋势出发和国际比较的视角提出自己的看法，分析深刻，见解独道。</p><p>Prof.WANG Yibing, member of the expert group of lifelong education system of the National Advisory Council for Education, Advisor of UNESCO Institute of Rural Education Research and Training, Advisor of China Society of Higher Education. Posts held include: Senior Fellow and Deputy Director General of Centre of Educational Development Research, MOE, and Specialist in Higher Education of UNESCO, Guest Professor of number of universities. Prof. Wang traveled, organized and participated in hundreds of international conferences in more than 50 countries. His hundreds of articles and speeches, focusing on educational challenges facing China and developing nations and based on profound analysis of global mega-trends and international and comparative perspectives, have made a great impact in China and abroad.</p><p>许利平，中国社科院亚太与全球战略研究院研究员，博士生导师，亚太与社会文化研究室主任，东南亚研究中心副主任，中国亚太学会理事，中国南海研究协同创新中心兼职研究员。主要学术著作：《当代周边国家的中国观》（2013）、《当代东南亚伊斯兰：发展与挑战》（2008）、《亚洲极端势力》（2007）.此外，还发表数十篇核心期刊论文和时评短文。</p><p>Dr. XU Liping is a senior research fellow of National Institute of International Strategy (NIIS), Chinese Academy of Social Sciences (CASS) .He is also a professor in Graduate  School ,CASS. He acts as Head of Department of Social &amp; Cultural Studies in Asia-Pacific and Deputy Director of Center for South East Asian Studies in NIIS, CASS. And he is also a member of Chinese Council for Asia-Pacific Studies and acts a part time research fellow in Collaborative Innovation Center of South China Sea Studies. He has published a few books, among others: Contemporary Neighboring Countries’ View of China(2013), Contemporary Islam in Southeast Asia: Development and Challenge(2008), The Extreme Forces in Asia(2007)And he also has published numerous academic papers and critical&nbsp;essays&nbsp;on&nbsp;current&nbsp;affairs.</p><p>胡仕胜，中国现代国际关系研究院南亚东南亚及大洋洲研究所所长，研究员，博导。精通印地语、梵语、巴利语，法学博士，专攻民族与宗教问题方向。1995年8月以来，一直在中国现代国际关系研究院从事南亚问题与西藏问题研究，并上报了上百份政策报告。2008年他的博士论文《境外藏人的族群认同构建与困境》在中国藏学研究中心出版。</p><p>Dr. HU Shisheng&nbsp;is a Senior Research Fellow and the Director of the Institute for South &amp; Southeast Asian and Oceania Studies at the China Institutes of Contemporary International Relations (CICIR).&nbsp;He received his BA in Hindi and his MA in Sanskrit and Bali languages from Peking  University. Hu did his PhD in International Politics &amp; Relations with a focus in Ethnic and Religious issues. His research areas include: the political and security situations in India and Pakistan, ethnic and religious problems in South Asia and the Tibet issue.             <description><![CDATA[<p><p style="text-align: center;"><strong><strong>Call for Application</strong></strong></p><p style="text-align: center;"><strong><strong>The 8th Next-Generation Global Workshop</strong></strong></p><p><strong></strong></p><p style="text-align: center;"><strong><strong>Theme: Demographic Challenges in the Era of Global Ageing and Migration</strong></strong></p><p style="text-align: center;"><strong><strong>Date: August 1-3, 2015</strong></strong></p><p style="text-align: center;"><strong><strong>Venue: Faculty of Letters Main Building, Kyoto University</strong></strong></p><p style="text-align: center;"><strong><br></strong></p><p><strong><strong>I.</strong> The Purposes of the Next-Generation Global Workshop</strong></p><p>Since 2008, we have organized the Next-Generation Global Workshop (NGGW) annually to provide an opportunity for early-career scholars to present their research and to have feedback from an international audience. It has proved to be a pleasant and effective way for capacity building of early-career scholars through mentorship of professors from different universities in different areas of the world.The NGGW has also provided invaluable opportunities for all participants to learn from other participants and to deepen the understanding of various social phenomena and perspectives encompassing social issues in respective parts of the world, particularly in Asia. Ultimately, the NGGW has served as a forum for scholars of different generations from various regions to build a common academic foundation by redefining Asia in the global context.</p><p>*The NGGW was initiated by the Kyoto University Global COE on “Reconstruction of the Intimate and Public Spheres in 21st Century Asia” together with its international partners, and succeeded by Kyoto University Asian Studies Unit (KUASU) and its international partners who established Kyoto International Consortium for Asian Studies (KICAS) in January, 2014. </p><p><strong><strong>II. Theme</strong></strong></p><p>The theme of this year's workshop is “Demographic Challenges in the Era of Global Ageing and Migration.”Forty years have passed since European and North American countries entered the stage of “aged society.” Japan reached the stage twenty-five years ago. In these societies, the birth rate remains below the replacement level and, in Japan, the population is actually shrinking. Due to the demographic reasons characterized by the decline in productive age population, many societies face social problems such as economic downturn and an increasing demand for care. In short, sustainability of society is in doubt. </p><p>On the other hand, many Asian countries other than Japan have enjoyed a higher proportion of productive age population, called “population bonus” or “demographic dividend” until recently. Scholars explain that the current economic boom of these regions substantially owes to their favorable demographic conditions. However,“population bonus" does not last forever. According to a recent estimate, the“early group" including South Korea, Hong Kong, Taiwan, Singapore, China, and Thailand either have already lost their benefits of“population bonus" in the 2010s or are estimated to lose it soon. The speed of ageing in the “early group”countries is more rapid than in Japan. Contrary to many industrialized countries where the transition from ageing society (more than seven percent of its population is over sixty-five of age) to aged society (more than fourteen percent of the population is over sixty-five of age) occurred gradually (i.e. the transition in France took 115 years, the United Kingdom forty-seven years, and Japan twenty-four years), South Korea and Singapore are estimated to experience its transition within eighteen years and seventeen years respectively. Such estimation of steep progress of ageing population shocks the relevant societies and urges them to prepare for the forthcoming aged society.</p><p>In contrast, the“later group" including Vietnam, Indonesia, Malaysia, India, and the Philippines are likely to enjoy“population bonus”until the late 2030s. The difference in demographic level across the regions causes transnational migration of people and that connects the world more intimately than ever. The“later group”in Asia has served as population sending countries to the “early group”within Asia, not limited to the Western countries. Contrary to aged societies, these sending countries face different types of demographic challenges such as the massive outflow of productive population, brain drain of highly educated and skilled laborers, and women migrating as laborers or brides. Needless to say, social integration of immigrants has become a serious issue in many receiving countries. </p><p>As such, by focusing on demography we can situate ourselves at a vantage point where we can connect social phenomena unfolding in individual regions to global concerns. Moreover, demographical phenomena are more aptly predictable than other social phenomena, thus allow us to draw reliable foresights about the future. However, no frameworks have been devised to comprehensively discuss demography-related concerns across the regions. Besides, different demographic challenges and their implications in each region have not been exchanged world-widely. </p><p>Taking full advantage of hosting participants from various areas of the world, we envisage working on global demographic issues while sharing and deepening understanding of different concerns in various societies. Moreover, we aim to find an appropriate set of policies for the construction of sustainable human society by sharing both successful and failed cases in the world.</p><p><strong><strong>Anticipated topics to be addressed in the workshop:</strong></strong></p><ul> <li>The estimates of demography and socioeconomic conditions in every part of the world.</li><li>Social reforms to maintain vitality of aged society: We need to learn from each country's experience by sharing the successful and the failed cases in their implementation of measures for appropriate use of human resources, such as policies for declining birth rates, promoting women's and elderly's participation, integrating foreign nationals, and promoting sensitivity to diversity in society.</li><li>The future of welfare states in aged societies: Studies indicate that an increasing cost of social security in aged society is aggravating the financial status of many societies. Simultaneously, there is an increasing demand for appropriate social and labor policies concerning pension, social services, and active labor market policies, and so on. Human societies need to find an appropriate level of governmental intervention and the roles of families and communities in an aged society.</li><li>Policies for hosting foreign population in the phase of global migration: We need to articulate the merits and the demerits of the policies that promote both permanent settlement and temporary sojourn of migrant population. Although many countries in Asia predominantly adopt the policies for temporary migration, we need to reconsider whether aged societies can be adequately supported through such apolicy. </li><li>What will happen when the“later group”experiences ageing society after the 2030s? What kind of society is this“later group”going to construct? How can the global ageing human society sustain itself when the tide of global migration is weakened?</li><li>How the bio-politics of respective countries can affect the demographic issues in the world (i.e. one-child policy in China, the reproductive health act in the Philippines, and so forth).</li></ul><p><strong><strong>III. KUASU will cover the cost of hotel accommodation for the four nights in Kyoto. We apologize that we cannot cover the airfare due to budgetary constraints. Credit and Certificate</strong></strong></p><p>The Next-Generation Global Workshop is recognized as a course with 2 credits at Graduate School of Letters, Kyoto University. Participants from Kyoto University can receive 2 credits. Participants from other universities will receive a certificate.
